Conversion of ISO Date String to AppleScript Date

Could you guys please test this very simple script:
date ("2017-03-04 11:15:01")
(*
Some users in Europe report this works, returning:
-->date "Saturday, 4 March 2017 at 11:15:01"
It fails for me in the U.S.A., returning this error:
-->Invalid date and time date 2017-03-04 11:15:01 of «script».
*)
Please report if this works, or not, on your system, and the macOS you are running.
I am running macOS 10.11.6, and it has failed on two different Macs.
The point is how to convert an ISO date string to AppleScript date object.
What's your best method?
