When I do shell scripts, I sometimes get hung up on the fact that they are being called by the bash shell.  User’s environment variables and PATH are sometimes/always not respected.  So I would try it with fully qualified path to the executable and to the data file.

Also, in terms of the executable, could you confirm that the command executes correctly when calling perl with /usr/bin/perl on your command line?
