That particular person is in fact very involved in the standards development processes (at least those related to l10n), he is actually one of the editor of XLIFF that seemingly a lot of OSX/iOS developers (including Apple) have difficulty wrapping their mind around :) His tools are usually super reliable because he is always very strict, but I guess he was too strict on this one (although his other tools that import TMX did import the file without a glitch).
