One place where this index range is used is in the Application Switcher (Command-Tab). The switcher is owned by the Dock, I believe.

I was playing around a bit trying to see if I could find an attribute or property in the Dock that held this list of indexes, but drew a blank

I though I’d mention it though in case someone more skilled or determined might have more success.
