The menu is not installed automatically.
It's ruled from the System PrefPane Keyboard which has a dedicated checkbox
entitled (in the french version):
Afficher les visualiseurs de clavier et d'Emoji dans la barre des menus
It's why in my first proposal I checked for the availability of the menu.
