That's a result of how window tabbing (as introduced in 10.12) works. What
appear to be tabs are really hidden windows. So if you have a window open, and
you add a new tab to it, a new window is drawn the same size and position as
the old window, which is then simply no longer drawn to the screen. Now suppose
you move or resize the tabbed window. It's more efficient and quicker to resize
just the visible window, and put off resizing any hidden windows until they
actually need to be shown.
