Excel 2016 and "grant access"

I have a script which is activated using osascript from within a 4th Dimension
database. It uses Safari to download an xlsx file, then gets Excel to save it
as an xls document before returning control to the database which reads the xls
document (it can’t read xlsx). Under Excel from Office 2011, this worked fine.

Excel 2016 requires me manually to “grant access” to the downloaded document
before it will open it and do the conversion. It’s not the end of the world,
but it’s very tedious.

Is there a way round it?
