No. The underlying four-letter code for inches in Illustrator is e182, which is
also the underlying code for bicubic automatic in Photoshop. I don't suppose
you have a 'use application "Adobe Photoshop CC 2017"' statement in there
somewhere? Otherwise my first suggestion would be to clear your dictionary
caches in Script Debugger.

Assuming the problem persists, yes — as long as you save it compiled. The
compiled version contains only the underlying code.
But I'd be thinking about solving the problem first.
