It would be helpful if you explained the purpose of this exercise. Are you
trying to create a distributable .dmg?

If so, it sounds like you want to do steps 1 through 4. Change step 5 to create
a compressed .dmg in Disk Utility (or use hdiutil to do that) of the mounted
disk image (covert) instead of creating a .zip file. The compressed .dmg should
approximate the size of a the .zip file.

When you double-click the compressed .dmg it will verify and mount it.

Of course, the mounted file system of the compressed .dmg will not be
writeable, but if this is a distribution, that’s probably what you want.

OTHO, If you want the original, writeable file system and this is not for
distribution to a foreign system, then you might have to look into leveraging
folder action to see if a .dmg file appears (and is completely written), and
then use hdiutil attach to mount it. What little I’ve done with folder action
has left a bad taste in my mouth — as has kevent (frightfully inadequate,
please Apple, fix this!) and launchd WatchPaths (self documented as unreliable)
— so I’ll leave it to someone else to explain a viable folder events solution.
