Hi Stephen,
Thanks for the reply. Second paragraph of the post indicates OS X Server
10.12. While that’s two versions before Mojave there were already privacy
issues. I have added Script Editor and System Events, and the applications
being called by the AppleScript, to the allowed to make changes list in System
Preferences->Security & Privacy->Privacy->Accessibility (I think that’s where
the list is, I’m on my iPad right now).
Didn’t help with this specific problem at all.
I have not tried to add osascript, which is the command line utility that is
running the AppleScript, or bash, the shell I’m running osascript from. But
I’m not sure they would be recognized as applications you could put in that
list. Even if I have missed something I doubt that’s the issue, because
‘Application ___ isn’t running” errors come and go while System Preferences for
these allowed applications, and all other System Preferences, are not changing.
The only action I’m taking is killing System Events between tries. I’m not
sure that’s really helping either. I wouldn’t be surprised if running the
failing AppleScript over and over eventual saw it work, even without killing
anything.

You might well get more informed folks to respond to your inquiry but I have
some feedback:
You don’t mention what version of macOS you are running but I am going to bet
that it is Mojave based on the issue you present.
So if that’s true, what if any Privacy accommodations have you made for both
Server and the process which is running these AppleScripts?
For the record I have observed the same behavior when attempting to use
AppleScript on Script Editor in Mojave.
MacOS simply responds that Script Editor is not running, when in fact it is…
I figure this is in part security through obfuscation but that’s merely my
hypothesis.
Apple has published very little documentation on the new TCC related activity
in Mojave.
