No -- whether it's run-only or not is (mostly) irrelevant.

If you want an applet to be approved by Gatekeeper, you need a paid developer
account to code-sign and notarize it; if you don't sign/notarize an applet,
people will still be able to run/open it by control-clicking in the Finder's
and choosing Open from the contextual menu.

(In practice, signing/notarizing should be restricted to run-only versions,
because any changes will break the signing seal.)
