[ANN] Library updates

FileManagerLib has been updated to version 2.3, with commands for manipulating file tags. Thanks to Yvan Koenig for finally pushing me to do it smile.

I also think I forgot to announce my RegexAndStuffLib script library here. It's a script library with various text manipulation commands, including support for regular expressions, case-changing, encoding, and transforming.
