Notarizing uses what's called the hardened runtime, where you need to enable an
entitlement to send Apple events. I imagine there's a setting in App Wrapper
for it somewhere.

However, let me I suggest you try SD Notary. It was designed with AppleScript
applets in mind, and has the Apple events entitlement on by default, as well as
the entitlement to address third-party frameworks. It's from Late Night
Software, publisher of Script Debugger, and it's free.
