Unless there has been a recent change, which I doubt, we user groups
are NOT allowed to distribute the Software Updates. We are not
legally permitted to repackage the OS updates, etc ( ie. download
and burn to CD) EVEN if we merely give out the updates to MUG
members, even if we no money is exchanged.
Yes, we all have felt as you do that we MUGs could provide a service
to members who still have only dial up connections by making CDs for
them.
Unfortunately, that is still verboten. Apple's concern is not, when
viewed objectively, unreasonable. Apple has no quality control over
its software if it is repackaged and distributed second hand. I don't
think it is a matter of economics as we are speaking about the free
software updates (such as 10.2.3 which updates Jaguar).

This provokes a question from my side:
What about the software offered from Software Update and the AppleCare help
pages?
Somewhere along the line things don't seem to work out well... things don't
seem to fit in well... or things don't seem to make sense.
Plus, is Apple really going to think we'll have the guts to let modem users
download a 51 MB mega-update? Sure, few of us surf at 9600 bps these days
and more and more are getting broadband. But modem users do not number
nought these days...
