We use MySQL/php on our webserver with .htaccess-protection for the members
area (where all members can see the details of other members, and another
indented and protected area where we keep the membership list, including who
paid, etc. - that makes it very easy to send emails to those who have not
paid, or vice versa.).
It takes some work to get up and running (we had 8 people meet 3 times with
3-4 of them actually doing the stuff). We considered different Open source
CMS-systems and have even been given a Filemaker Pro package, but this was
the easiest way of the bunch to get the functionality that we wanted, and it
works very well.
