By confusion i meant that if I let all users participate and not
require a separate membership then no one has their own name, or PM
abilities, and it says Unregistered by their name.

in a chat room as in phpbb/IPB. have you tried Private Message on
these boards?
'PMing' might reduce the confusion.
and to address the point, we discussed this at a UGU in the past year.
these
types of boards usually lie fallow, unused, because people see no
reason to use
them unless there is a REALLY ACTIVE core community using them. kind
of a
chicken and egg thing.
