Senate passes S.877 "Can Spam" bill

Not law yet... but moving in the right direction.
On Wednesday October 22, the Can Spam act was brought to the
Senate floor, and passed 97-0 in amended form.
The bill as passed is decidedly not what most of us would
consider a full coverage bill, and S.877 is not nearly
as promising as 1422 would have been in its original form.
However, if the bill sweeps the house as it did Wednesday,
the following spam practices will be listed as a Felony.
* Header forgery,
* Address scraping (such as by web robots) and
* Dictionary attacks
And, perhaps 90% of all spam fits one or more of those offenses.
Unfortunately it only "encourages" the FTC to create a
do-not-spam list.
Since the bill has only passed the Senate, before it could become
law, it would have to be passed by the House, changes there
reconciled with the Senate and passed again by both houses.
