that your ISP requires you to be sending out-going e-Mail from an IP
address which they have assigned to you (this is commonly done to avoid
spammers using a mail server as an "open-relay" and although this
practice can be very annoying, it is very common. The only alternative
would be to see if your ISP offers/would be willing to offer an
"authenticated SMTP" server which would allow you to provide your
e-Mail user ID and password each time you send an e-Mail (much like
your e-Mail client currently does each time you check your e-Mail. It
is unlikely that they will change their e-Mail server (or configuration
thereof) though.

Location Manager (in OS 9) or the Network PreferencePage (in OS X),
which would allow you to quickly and easily switch back and forth

Again, I'm not familiar with Imail, but your use of VPC is probably not
even relevant, the core point is that you need to dial directly into
the ISP's network to send e-Mail, which I would imagine can be done via
the Mac and a Mac e-Mail client. As I said above, this can be
accomplished using the Location (Manager/Network PreferencePane)
settings.

Authenticated SMTP (mail-sending) which would simplify matters for you
even more than switching Location configurations back and forth.
