The templates he speaks of were not associated with "JAWS"
but were rather ClarisWorks/FileMaker templates which were
distributed freely at the request of the then in-house Apple UGC.
We included them on MNS (Mug News Service) disks for several
years, distributed to MUGs at the time. So, if you have those
disks hanging around, or the MNS CD-ROM from any of the
NAUGSAWs, as well as the GEM CD from NAUGc in Chicago, you'll
find them there as well.
The templates still function perfectly in any version of FileMaker
Pro after version 3, and they work quite well. (Maybe not in
the latest version.)
We started a cosmetic make-over to distribute to AACUG
member groups, but that project has been back-burnered.
(The original interface was horrible ugly!)

The templates have been freely available for download for years.
First in the original AppleLinks, User Group Forum on AOL,
today through UGN. UGC posted them, urging all user groups to
download and use them.
I'll dig up a copy -- I think there's a copy on my drive right
now. I'll find the download link and post it here for you guys.

Which is actually the 1991 edition, not the "original" 1989
edition. They're both nearly the same. Adobe distributed the
CD edition at a recent Macworld - basically PDF scans of the
2nd edition. The printed edition is actually quite nice.
I'm sure if you drop Rye Livingston a note, (via the Adobe
UG area noted above) and you duly register your group with
Adobe's user group program, he'll be happy to send you a
copy of the CD. If not, there were lots of extras at the
event, I have several here.
Most of the information is far and long out of date, and most
of the contributors are long gone or MUGs now dead. However
it does contain a lot of very good boilerplate and foundation
information for starting and managing a user group.
The original UGC was the best ever support faction of Apple.
BTW: if you own versions 3 or 4 of Filemaker Pro, the CD
contains several very good templates for non-profit orgs,
which are open and easily modified for the group's use.
User Groups are not that different from the basic nonprofit
organization structure, so there's really no magic in
those templates. FileMaker Pro is really the best
program for this purpose, although the later versions have
gotten clunky and bloated. (Like everything else)
:-)
