Thanks for the question. I can't really speak for the vendor offers, since those are in the capable hands of Tom Piper, team leader for user group vendor relations. I do know a bit about the protocol for the use of the codes though. When a vendor okays a code, it is with the understanding that the code will only go to user groups. So, the process is that the codes are published in Apple's Bulletin, and ambassadors use the Bulletin to get those offers and codes.
When an ambassador forgets a code, he or she can contact their region's Liaison, who will send the code to any recognized user group. The RL rightly refuses if the person making the request is not a group ambassador, because that is part of the deal we make when getting the offers.
So, there should be no need for an intermediary to forward ambassadors codes or offers. For example, Chuck is the long-time ambassador for a recognized group (Hershey MUG), for which he sends out all offers and codes. He is also the owner of a private business (the MUG Center), but the MUG Center only sends out the codes that Chuck has personally developed.
For ambassadors looking for an easier way to publish offers and codes for their groups, keep an eye out for next month's Bulletin, where Tom will be announcing a new way to get the codes. I think both html and non-html folk will like the plan.
