Apple did not charge for system software from Day One
through Mac System 7.5.5. You can still find both the
system and its updates on line at Apple.
Beginning with Mac OS System 7.6, Apple charges for the
system software. Updates are free, but not the system.
User groups that had a distribution agreement with Apple
could redistribute the _updates_ to a Macintosh OS System,
but not the system itself.
Beginning with Mac OS X, Apple changed it distribution
agreement. User groups are no longer allowed to
redistribute system software updates.
