Firstly thanks to Valentino Angioletti from the Apple Campus UG of
Federico
II University in Naples (Italy). He actually answered my question. The
problem wasn't me, it was a bug in Toast 7.1.2. Only Disk Utility will
produce a bootable dual layer DVD from a disk image and yes I have now
installed Leopard Server successfully except for a few minor issues/
bugs.
Let it be called from the towers of your cities: Toast is bad juju.

I consider this was a legitimate problem and in the end I got a
legitimate
answer. Perhaps if anyone from Apple is browsing these lists they
might
suggest that a simple "Read First" file be included with this
information.
Did they not include a Release Notes file? Along with the license? In
the releases from ADC they are very specific about using Disk Utility
