I'm quite certain neither my 1GHZ PowerBookG4-17, nor my 933 MHZ G4
iBookG4 was able to boot into OS9. Either one could do fine with OS9
running in Classic, but would not BOOT in 9.

I am 99.99% sure that ALL G4 processors could boot from OS9, only
the INTEL stopped that and would allow you to run OS9 in Classic
Mode. Leopard does not include that option now.
