Our dues also have never been steep enough to make this any sort of compensation for the efforts involved in group leadership. The highest that our dues reached was $30 annually and currently they are $0. In our experience, leadership or "volunteerism" is something that a person either is or is not inclined to do anyway. It is largely a personality trait, and often you will find the same individuals taking leadership or volunteer positions within multiple organizations which they support even if the organizations are completely unrelated in their function or focus.
