You could try recording the process of manually enabling/disabling
ARD access using Automator's recording capabilities in Leopard.
However, if it's even possible (which it may not be), it may
present problems when attempting to play back the recorded on
another user's machine.
If you can find a shell script to do it, then you can use the "Run
Shell Script" action to run it as part of an Automator workflow, or
triggering it as part of an AppleScript using the "do shell script"
command and the "Run AppleScript" action. Sorry, I don't have
example code for this. Perhaps someone else on the list will. You
may also want to try posting this question to the AppleScript
User's list...

The reason behind this is our help desk would like to simply their
"hand holding process".
By default we have apple remote disabled on our faculty computers,
faculty don't like to think they could be spied on at anytime.
An app/script that the end user in need of assistance could click
to turn on the client rather then have the help desk worker walk
them through turning on the service would greatly help our support
staff.
Any ideas or suggestions are greatly appreciated.
