Scott,
If you want to create an action, then you'll need to use Xcode to do
it. If you want to create a workflow, then that's a different story.
Workflows are built in Automator (by users), and use actions (built by
developers). Automator doesn't assign version numbers to workflows
when they're saved, so there's no way for you to do this within
Automator. However, although a bit more complex, you can add a
version number and copyright info yourself by opening the saved
workflow's package (control-click on the workflow in the Finder and
choose "Show Package Contents"). Then, you'll need to add an
info.plist file (basically an XML file that includes the version
number, copyright info, etc.) into the "Contents" folder within the
workflow's package.

Thanks, is that the only way? I am really more a user, I had no
intention of using Xcode on this, just wanted to make an automator
action.
