Deivy's "repeat" answered the first part of your question perfectly.
Adding to Deivy's solution here the second part of your question:
set OUTPUTSTRING to {}
repeat with x from 1 to 97
set {tBool, tPNo} to {(x mod 10) = 0, (x div 10)}
if tBool then set OUTPUTSTRING's end to "<a href=||" &
"caraccessories_page" & tPNo & ".html||>" & (x - 9) & "-" & x & "</a>"
end repeat
return (OUTPUTSTRING & "||") as string
