Yeah, GarageBand does take a while to open. Plus, it has a limited number of applescript commands. You can pretty much forget about Automator for this task as I don't think there are any audio recording packages that contain automator actions. I think you will have to accomplish what you want to do using regular applescript. (or you might be able to use Automator to make this a "Service" for easier access for her, but you'd need to do it using regular Applescript and place that Applescript in Automator's "Run Script" action)
You might give some consideration to Ambrosia Software's Wiretap Pro which is Applescriptable and I believe you can set the audio recording quality via applescript as well (which would help with your "small file" requirement). This does cost $69, but is is a very good program and I believe that you can try before you buy with most of Ambrosia's stuff. You will need to learn Applescript, unless you can cajole someone into writing some Automator actions for you.
Just thinking about it, this is a complicated idea. If Dragon didn't work, and as I understand it you can nearly completely control certain things with voice commands there, I'm not sure what would. Maybe you can write a few macros in Dragon that let your friend launch and do a recording and stop and save it by voice command only. Doesn't the macro function of Dragon allow you to run programs (Applescripts could be very helpful here...)?
