There is no "branching" action in Automator, afaik. Such would be a HUGE boon to Automator's functionality.
The best method I can think of for doing this would be to prompt for the text, but allow the user to cancel out of that option. The first pass through, the user would enter their text, press Ok, and proceed on to preview the audio, which was already saved on your Mac. At this point, the workflow would loop back to the original prompt, where if the user wanted to make a correction, they could and re-record by pressing Ok; otoh, they could also Cancel, terminating the workflow, thus leave the last recording on the Mac.
Not elegant, but without any branching, about the only option I can think of (and yes, I've used precisely this flow before to generate spoken text repeatedly until cancelled.)
