This is one of the right places to ask that, but whatever you build in automator for this task is going to be mostly AppleScript. I think you will have a better chance asking Apple’s applescript users list for an answer to this one. I have never scripted Numbers, but at least one frequent responder on the applescript users list has worked out most of Numbers scripting.
