Jim, I couldn’t find a way to get Automator and Excel to do this, so I solved the issue with Perl. If that’s something you’re interested in considering, I wrote up a Blog post about it and presented it at a Perl group meeting last year. Drop by http://www.customvisuals.com/blog/index.php?id=122518725525 for some info on that, and you’ll see the link to the PDF there, as well.

If you need some help, go ahead and contact me off-list since it’s not an Automator solution.
