Currently, the only API documentation is the headerdoc which can be found either in the headers directly, or in each framework - i.e. /System/Library/Frameworks/IOBluetooth.framework/Resources/ English.lproj/Documentation/Reference. The headerdoc should also be accessible in ProjectBuilder as a sub item of the framework itself.
