Well my app is just a monitoring tool that detects the coming and going
of peripherals. So I don't need to talk to the devices I just need them
to
trigger the notifications. So I want a representative device that
doesn't
cost the earth... Or alternatively, a tool that pretends to be a
Bluetooth device...
Thanks,
Robert.

I depends on what the client application is:
For phone applications, you will need a Bluetooth capable phone and
perhaps a cellular account. (Dial-up, OBEX, etc.)
For computer to computer communication, including perhaps development
of a protocol which will one day become part of an embedded device you
can use 2 Macs each with a Bluetooth dongle (like the D-Link).
Palm also has a public Bluetooth API:

With this, your second device could be a Palm with either built-in
Bluetooth (Tungsten) or an add-on card (Sony Clie + Japanese Memory
Stick, or 505 + SDIO card)

Has anyone got tips on what a basic testing environment might be for
bluetooth clients? I'm thinking "cheap and cheerful" :-)
I imagine I'd need D-Links Bluetooth adaptor, but what about an easily
obtainable Bluetooth device?
