It turns out that this might not be so. We have determined that the folder
listing from the phone is actually badly formatted XML, therefore the XML
parser is probably throwing it out and not showing any of its (possible)
contents. If you look in /tmp during your folder browsing, you will see the
XML folder listing files, and you can look at them directly in a terminal
with the 'cat' command and see if it contains any interesting data, or if
it is empty.

This is most likely a limitation of the phone. They (probably) don't want
you to create folders, for whatever reason they chose.

This is strictly up to the phone and how it shows files and folders during
an FTP session. The OS is most likely choosing to only show you a subset of
things, if anything at all (see above to determine this for sure).
