Do you want to send a SMS from the computer over a mobile phone to another
mobile phone? Then you have to look into AT commands like Addressbook.app
uses. These are standardized:
http://www.traud.de/gsm/
Or if you want to send a note from the computer to a local Bluetooth mobile
phone you have to send a "vNote" over OBEX (see OBEX IrMC).
