Problem with Bluetooth.prefPane

So, for any other user that I create beside myself they cannot see the Bluetooth preferences in System preferences.

Does anybody know how I get further debug this problem?

2004-09-18 18:17:31.145 System Preferences[1284] *** NSRunLoop ignoring exception 'NSRangeException' (reason '*** -[NSCFArray objectAtIndex:]: index (3) beyond bo unds (3)') that raised during posting of delayed perform with target 13a700 and s elector 'setCurrentPreference:' 256 on console

This is the only pane for this user that produces the above exception.
