I do not understand your question.

The function moved to System Preferences > Bluetooth > Devices > Edit Serial

Unfortunately there is no way to access non-"Serial Port" based profiles as
it was before.

What are the problems exactly?
Are the profiles incorrectly flagged or are the users pairing many phones?
The Mac OS X Bluetooth-modem port uses the Dial-Up networking profile of the
last paired device. A terrible solution (same for Apple Address Book) which
was much better back in Mac OS X v10.1 with the Bluetooth Preview release.
Users do not understand this.
