The purpose of favorites is to have a quick access list of favorite
or frequently used devices but not require them to be paired. Say if
you often send files to your phone, palm or another computer you can
designate that as a favorite and easily access if without performing
an inquiry. In reality you could accomplish the same thing by
pairing the device, but that may be unnecessary or even impossible in
some cases.
