you can call:
extern IOReturn
IOBluetoothLocalDeviceGetPowerState(BluetoothHCIPowerState* powerState)
AVAILABLE_BLUETOOTH_VERSION_1_1_AND_LATER;
available in:
IOBluetoothUserLib.h
