Yes, you should be able to use a NSRunLoop only.
Have a look at NSAutoreleasePool too, as NSApplication manages a pool
for you and in a command line utility you need to do that yourself.

a whole NSApplication. Can I instead use an NSRunLoop as a more
lightweight alternative? Initially it didn't seem to work but I might
just be doing something slightly wrong. So I'd like to know whether
it's
worth pursuing at all.
