If you are asking how to turn on Bluetooth using Bluetooth...
... this is intrinsically impossible. A Bluetooth connection exists
between two Bluetooth hardware modules. If one module is not turned
on, or if the OS is not listening, then no connection can be
established between the two devices. If there is no connection then
no communication can take place.
If you are asking what other means there are besides Bluetooth that
you could use to activate Bluetooth...
... it depends on the capabilities of the phone. I'm not positive,
but I don't think IR is a viable option with the T637.

goes through System Preferences; one goes through the menu bar.
If BT on the Mac is on and BT on the phone is on, but they're still
not connected, a brilliant person once posted on the Salling

I use this set-up frequently and just wonder if there's a way to
use Clicker/Romeo or just the phone itself to go one step further
to actually turn on the Mac's BT to begin with.
