One thing that worked for one of our clients was to create a brand
new user account, login to it, and attempt to connect from there.
This indicated that either there was a third party software conflict,
or a corrupted preference/resource.
Outside of that, I would try plugging in a USB bluetooth dongle and
attempt to connect to something -- if that works, then it could be a
physical problem with your built in.
