There are several modes scanners can be in. One is called "wedge" mode, where the scanner pretends to your machine that it's just another USB keyboard. These are the ones that will work with any app.

Some scanners and/or cables might have a proprietary mode, as well, where they are a compliant USB device but don't pretend to be a keyboard. How this would be implemented would depend on the manufacturer -- some might claim to be HID devices, but just not keyboards.

To start, you should use the developer tools to run the IOKit explorer app, and see what kind of data you get when you plug in your scanner.
