discover the iOS device, only need connect the device directly without care
whether it was there.

The iOS device is only "discoverable" while you are in the Bluetooth
settings screen. However, it is always "connectable". Meaning, if you know the
Bluetooth Device Address (BD_ADDR) of the iOS device you can create a
connection to it from the accessory. Please note that the iOS device will only
allow the incoming connection if it comes from an already paired device. That
is why it is necessary to first pair with the accessory from the iOS device,
which you also do in the Bluetooth settings screen.

There are two ways to connect a Bluetooth accessory to an iOS
product. First, you can pair and connect from the Bluetooth settings
screen (Settings->General->Bluetooth). From this screen you can do
the initial pairing. After the accessory has been paired with the iOS
device, you can then connect to the device from this screen. The second
way is to initiate the connection from the accessory. The accessory has to
first be paired with the iOS device for the iOS device to allow the
incoming connection from the accessory.
