depending on your target audience (e.g., for a prototype or in-house deployment), you may consider using BTstack on a Jailbroken iOS device. One of the provided command line examples is a little inquiry+rssi tool.
Please note that doing inquiries for an extended period of time will not only require more energy, but also will stop WiFi from working. As far as I know, this happens on both the original iOS stack and for BTstack.
