I can confirm this issue as well with BLE. As soon as I turned off wifi (it wasn't even in use), the connection process between the Mac and the iPhone became stable. I haven't tried background connection yet.

FYI, I've had similar problems with BLE: when BLE scanning is enabled, wifi access will often drop out almost completely.  I can see the same problem when regular (non-LE) Bluetooth scanning is active, by pinging the iPad and then entering the system Bluetooth settings dialog; pings and packet loss shoot through the roof.

(This can sometimes be alleviated by switching Wifi channels, and using 5ghz wifi seems to eliminate the problem entirely, but that's not too helpful in practice.  Average users aren't going to play around with their wifi configuration.)

I've only seen this when in active scanning mode, not merely when the system is trying to connect to a known peripheral in the background.
