Rules of Pairing - MUST "forget this device" in iPod Touch5?

I test BLE peripherals and the application on both IPHONE4s and iPod Touch5.

The BLE peripheral requires bonded relationship with IOS device. In some case, my BLE peripheral may clear the bonded info and require "re-pair" to the IOS device.

* IPhones4s will popup the pairing window again to finish the pairing process when BLE peripheral required.
* IPod Touch5 won't popup the pairing window until I press "Forget this device" in "[Setting]->[Bluetooth]".

I used the same IOS(6.0.1) version. Why have such difference? What's the pairing rules of IOS devices?
