Hi Don,

The accessory can control the connection parameters as outlined in the "Bluetooth Accessory Design Guidelines for Apple Products", section Connection Parameters (http://developer.apple.com/hardwaredrivers/BluetoothDesignGuidelines.pdf). 

If the accessory would like to allow the App to be able to control the connection parameters, the App would have to communicate the desired parameters to the accessory over GATT. The accessory can then request a change to the connection parameters.
