Core Bluetooth simply gives you the advertising packet and at what RSSI it was received. It's then up to the app to decide if its close enough to connect.

Keeping that VCard app in mind: The 'real life' example would be, that 2 users just open the app and THEN they decide who sends and who receives (or, if one user presses 'Send', it's app switches to server mode and the other user's app automagically switches to client mode)?
