Tony,
You should be able to get a suitable development kit for the
hardware/Bluetooth chipset that you plan to use. These normally have a selection
of inputs that can be easily adapted to test your app.

I really wanted to use the iPhone 4S and the iPad 3 because our
hardware device is not ready yet. Is there any other BLE devices, or a

That's correct. We currently only support
LE Central on the iOS devices.
